Let's assume that Symantec is using Domino API calls to change the replica ID. The user doing the changing (Symantec) still needs rights within the Domino environment to run the specific code. It's possible you need to add the 'user who is Symantec) either to the ACL for the dbs (or as a member of some group like localDomainAdmins) OR add them into the server config doc as allowed to <do stuff like create replicas>

Symantec should have a complete description of what needs to be configure. If not, call IBM and see if they can help.
